This is a one-off group effort Substack publication to help disseminate publicly available information relevant to the Covid-19 Response in Australia - and the rest of the world.
In the meantime, the below clip from 2019 is recommended viewing as critically important to understanding the pre-planned and highly coordinated nature of the Covid-19 Response - namely “medical countermeasures” as a solution to “non-pharmaceutical interventions”.
Posted to youtube on 4 June 2019, the video had only 200 views on 20 December 2023.
Please watch and circulate this 3 minute pre-Covid U.S. Government message outlining the framework for a globalized “Medical Rapid Response” to any ostensible biological threat.
And then read our “Biodefense Boondoggle” post!
‘Medical Rapid Response’, June 2019 : A well-oiled “whole of (U.S.) government” led counter-bioterrorism response on standby, including vaccines to target coronaviruses.

In today’s increasingly connected world, the combination of rapid population growth, an ever-changing geopolitical landscape and the rise of non-state sponsored terrorism, we face a continuously evolving and expanding CBRN threat.
Increased speed and efficiency are critical for the defense of our nation and the protection of life.
During the recent Ebola outbreaks, the U.S. responded with investigational medical products, however many of these products are still in development.
Current medical product development takes years and often decades before they are shown to be safe and effective enough for widespread use.
In a crisis, this timeline must be shortened to be operationally relevant to the affected civil populations, first responders and our warfighters.Global transportation contributes to the vulnerability of an accelerated widespread outbreak. And as we've witnessed all too often a terror attack can happen anywhere.
Developments in molecular and synthetic biology, along with advances in chemistry, have significantly reduced the barriers to genetic engineering and novel threats.
What if there is a chemical or biological warfare attack on our warfighters or on our nation?
Government, industry and academia must work together to rapidly develop cutting-edge technologies, ensure the availability of critical infrastructure and integrate performers into a streamlined and efficient system.
But how do we improve on what already exists?
Advances in regulatory science, artificial intelligence, super computing and machine learning have the potential to accelerate medical product development and assist with rapid medical response, beginning with the initial detection of a threat.
A rapid response system enables accelerated identification and analysis of a threat to determine how it causes illness and how to target it with medical countermeasures.
Innovative technologies and pre-positioned platform systems speed medical countermeasure development through rapid candidate discovery and design.
Dedicated production facilities, accessible at a moments notice, enable rapid manufacturing of high-quality products for immediate testing and deployment.
State-of-the-art technologies facilitate prediction of human responses to candidate medical countermeasures in a matter of hours.
Products can be rapidly delivered and distributed as a result of supply-chain innovation and expedited approvals, enabled by involvement with regulatory authorities.
We are at a convergence of technology and regulatory science advancements. We must work together to streamline the medical countermeasure development process.
Existing and new capabilities must be integrated across government, industry and academia to develop a rapid response system to combat Chemical, Biological, Radiological, and Nuclear threats.
Preparation and readiness are the only defense we have against an unknown outbreak or event. Rapid Medical Response depends on innovation and capabilities integration.
Imagine the lives we can protect and save working together.
